About the author: Dr. Gray Orphée received his PhD in Economics from New School University, New York. He is currently Assistant Professor of economics at Rockland Community College (SUNY). He is also a Consultant to the Central Bank of Haiti, advising the Board on the Caribbean Common Market and the eventual impacts of CARICOM.
